How do I choose a journal for my paper?
Start from your reference list. The journals you cite most are the conversation your paper joins, and editors there recognize the problem you are working on. Then filter by scope fit, typical article type, turnaround time, and access requirements, in that order.

The reference-list method works because it captures fit better than any list of criteria. If eight of the papers your argument builds on appeared in two journals, those journals are where your contribution is legible. Editors and reviewers there already accept the premises you did not have space to justify.
Fit is the strongest predictor of a favorable outcome, and misfit is the most common cause of desk rejection. A good paper sent to a journal whose readers do not care about the question gets returned in a week, and the week is not the cost. The cost is the three months before you try again somewhere appropriate.
Decide before you write the full draft, because the target readership sets the paper's language, its diagram format, how much methodological detail you include, and what you treat as novel (Schafstall et al., 2024, p. 6). Bourne gives the same reason for deciding early, that the venue fixes the paper's form, its level of detail, and the novelty it has to assume (Bourne, 2005, p. 342). Schafstall and colleagues show the same palaeolimnological study framed three ways, for limnologists, for palaeoclimatologists, or for a broad Earth-system audience, and they list distinct venue types that follow from that choice: an interdisciplinary journal such as PNAS, a geographically focused one such as Arctic or Austral Ecology, a study-system journal such as Journal of Limnology, or a process journal such as Nature Climate Change (Schafstall et al., 2024, p. 6). For a first paper aimed wider than your subfield, they advise picking a journal that has already published work in your specific area.
Turnaround matters more than people admit, especially for doctoral candidates on a timeline. Many journals publish median times from submission to first decision, and where they do not, colleagues who have submitted recently will tell you. A journal with a nine-month first decision is a different proposition from one with six weeks.
Check the practical constraints before you commit: article type and word limit, whether they publish your kind of study, open access requirements from your funder, and whether your institution has an agreement covering the fee.
A legitimate journal discloses its article-processing charge before you submit, and the amount alone tells you nothing about legitimacy (Leonard et al., 2021, p. 2). Charges run from a few hundred dollars to several thousand, and some entirely reputable journals charge US$5,000 or more, while the Directory of Open Access Journals lists thousands of open-access journals that charge authors nothing (Leonard et al., 2021, p. 2). Waivers exist for researchers in low- and middle-income countries and for demonstrated financial need. Author fees do not define predatory publishing (Leonard et al., 2021, p. 1). What defines it is deceptive practice and the absence of quality assurance.
So check the claims a journal makes about itself. Confirm that the named editors and board members actually participate and that their expertise matches the stated scope, and see whether the journal explains how reviewers assess innovation, quality, and reproducibility (Leonard et al., 2021, p. 3). Verify indexing in MEDLINE, Engineering Village, Redalyc, Web of Science, or the relevant current title list rather than trusting the journal's own page. Leonard and colleagues qualify this in both directions: presence in a reputable database supports credibility but does not establish it, since suspect journals have appeared in reputable indexes, and absence is not proof of misconduct, but a false indexing claim is decisive (Leonard et al., 2021, p. 3).
Does impact factor matter at my career stage?
Less than the fit does, and more than some people will tell you. Hiring and funding panels in many fields still read venue as a proxy. What matters more early on is publishing at all, in a journal your field reads, rather than waiting two years for a rejection from a famous one.
Field norms differ enormously and generic advice is unreliable here. Ask two or three people who have recently been on hiring panels in your discipline what they actually look at. The answers are usually more specific and more reassuring than the folklore.
The published advice pulls in two directions here, and both halves are worth holding. Bourne argues for one strong paper in a quality journal over several in lesser ones, and notes that employers and tenure committees increasingly consult Google Scholar, Web of Science, and impact factors (Bourne, 2005, p. 342). Leonard and colleagues counter that journals can display fraudulent impact factors, and that legitimacy rests on ethical editorial process rather than prestige, so a single anonymous or commercial predatory-journal list is not a reliable filter either, since such lists go out of date and carry their own biases (Leonard et al., 2021, pp. 3-4). Treat metrics as the last step, after fit and verification.
A reasonable strategy for a first paper is to aim one level above where you comfortably expect to land, with a fallback chosen in advance so a rejection costs days rather than weeks of deliberation.
How do I read a journal's scope statement properly?
Read the last five issues instead. Scope statements are written broadly to attract submissions, and the actual scope is what the editors have accepted recently. If nothing in five issues resembles your paper in topic, method, or length, the fit is worse than the statement suggests.
Look at the methods as well as the topics. A journal that publishes only quantitative work will not know what to do with your interview study, whatever the scope statement says about welcoming diverse approaches.
A short presubmission enquiry to the editor is legitimate and underused. Two paragraphs describing the paper and asking whether it falls within scope gets an answer in days and saves months when the answer is no.
Bourne makes the same point as Rule 9, that a presubmission inquiry tests the journal's interest before the paper is finished (Bourne, 2005, p. 342). Schafstall and colleagues add two checks alongside it: write to the chief editor when the fit is genuinely unclear, and ask someone who belongs to the target readership to read the draft and say whether it contains the information they would expect to find (Schafstall et al., 2024, p. 6). The second check catches the failure that a scope statement never will, a paper that is on topic but written for the wrong readers.
